The FY86 DoD Authorization Act required the submission of two-year budgets for the Department of Defense beginning with FY88/89. The department has institutionalized a biennial cycle for the Planning, Programming, and Budget System (PPBS). A biennial budget, as currently structured, represents program budget estimates for a two year period in which fiscal year requirements remain separate and distinct.
